NOTICE OF PUBLIC HEARING OF THE HOSPITALS AND HIGHER EDUCATION FACILITIES AUTHORITY OF PHILADELPHIA NOTICE IS HEREBY GIVEN that a public hearing will be held by The Hospitals and Higher Education Facilities Authority of Philadelphia (the "Authority") on August 17, 2017 at 10:00 a.m. local time at the conference room at 1800 John F. Kennedy Boulevard, 5th floor, Philadelphia, PA 19103 7434 to discuss the proposed issuance by the Authority of one or more series of its tax exempt Hospital Revenue Bonds (Temple University Health System Obligated Group) in an aggregate principal amount not to exceed $275,000,000 (the "Bonds") for the purpose of funding portions of the costs of the following Projects (collectively, the "Projects" and each a "Project"), on behalf of the Project Owners described below, including establishing reserve funds for the Bonds, and paying the costs of issuance of the Bonds. Name of Project Owners: The Temple University Health System, Inc. ("TUHS") obligated group (the "Obligated Group") consisting of: TUHS; Temple University Hospital, Inc. ("Temple University Hospital"); Jeanes Hospital ("Jeanes"); Temple Health System Transport Team, Inc.; Temple Physicians, Inc.; and the Fox Chase entities consisting of the following: The American Oncologic Hospital; The Institute for Cancer Research; the Fox Chase Network, Inc.; FCCC Select; Fox Chase Cancer Center; Fox Chase, LTD; and Fox Chase Cancer Center Medical Group, Inc. Project I Project Description: The Project ("Project I") consists of (i) the refunding of all or a portion of the outstanding principal amount of the Authority's Hospital Revenue Bonds (Temple University Health System Obligated Group), Series A and B of 2012 (the "2012 Bonds") the proceeds of which were used (or authorized to be used) to finance Projects 2012 1, 2012 2, 2012 3, 2012 4 and 2012 5 described below: Project 2012 1 Name of Project Owners: The Obligated Group Project Description: The project ("Project 2012 1") consisted of the settlement of outstanding debt associated with certain Fox Chase Entities. Proceeds of the 2012 Bonds were used to settle outstanding debts of the Fox Chase Entities which resulted in the redemption or cancellation of the Philadelphia Authority for Industrial Development's $124,350,000 Revenue Bonds (Fox Chase Cancer Center Obligated Group), Series 2007A and Series 2007B (the "2007 Fox Chase Bonds"). The 2007 Fox Chase Bonds were issued on behalf of the Fox Chase Cancer Center and its affiliates, The Institute for Cancer Research and The American Oncologic Hospital (together, the "Fox Chase Owners"), to fund a project (the "Fox Chase Project") that consisted of: (i) construction of a five story, approximately 120,000 square foot cancer research pavilion; (ii) construction of a two story diagnostic imaging and operating room suite; (iii) temporary relocation of MRI facilities; (iv) construction of a parking garage of up to six levels with a capacity of up to 650 cars; (v) various other renovations and improvements to existing buildings on the Fox Chase campus, including a renovation to The American Oncologic Hospital's existing Surgical Suite; (vi) the current refunding of all of the Philadelphia Authority for Industrial Development's outstanding Revenue Bonds (The Institute for Cancer Research Project) Series 1990A, (The Fox Chase Cancer Center Project) Series 1997 and (Fox Chase Cancer Center Obligated Group) Series 2001 which, collectively, financed certain capital projects for The Institute for Cancer Research, the construction of the West Building and related parking facilities and the construction and equipping of a five story Cancer Prevention Pavilion; (vii) refinancing of the Fox Chase Entities' previously issued notes which were issued to finance a portion of the expansion of diagnostic imaging and operating room facilities, renovations to The American Oncologic Hospital's current surgical suite, and an addition to the West Building for clinical research purposes; and (viii) financing capitalized interest on the 2007 Fox Chase Bonds and payment of the costs of issuance of the 2007 Fox Chase Bonds. Location of the Project 2012 1: All of Project 2012 1 is located on the Fox Chase campus located at 333 Cottman Avenue, Philadelphia, Pennsylvania (the "Fox Chase Campus"). Project 2012 2 Name of Project Owner: Obligated Group Project Description: The project ("Project 2012 2") consisted of the acquisition of equipment for the Fox Chase Entities, consisting of information technology and other medical equipment with a cost of $8,000,000. Location of Project 2012 2: The Fox Chase Campus. Project 2012 3 Name of Project Owner: Jeanes Project Description: The project ("Project 2012 3") consists of interior renovations to Jeanes Hospital Founders building with a cost of $20,950,000. Location of Project 2012 3: Jeanes is located at 7600 Central Avenue, Philadelphia, PA 19111 ("Jeanes Campus"). Project 2012 4 Name of Project Owner: Temple University Hospital Project Description: The project ("Project 2012 4") consisted of various capital projects and improvements within Temple University Hospital including the replacement of a parking garage at Temple University Hospital with a new facility, to be up to seven stories and approximately 550 parking spaces, and the purchase of medical equipment with a cost of $70,000,000, including for reimbursement of a portion of the cost of such equipment previously purchased. Location of Project 2012 4: Temple University Hospital campus located at 3401 North Broad Street, Philadelphia, PA 19140 and bounded by Broad Street, Tioga Street, Ontario Street and Germantown Avenue ("Temple Main Campus"). Project 2012 5 Name of Project Owners: Temple University Hospital Project Description: The project ("Project 2012 5") consisted of the current refunding of the Authority's Hospital Revenue Bonds, Series of 1993 (Temple University Hospital) (the "1993 Bonds") the proceeds of which were used to finance the costs of (a) the financing or refinancing of all or any portion of (1) the construction and equipping of new hospital facilities (the "New Hospital Complex") adjacent to the then existing Temple University Hospital, consisting of nine floors and approximately 150,000 square feet and providing space for registration, patient programs, radiology, operating rooms, geriatric skilled nursing beds, hotel rooms for patients and their families, clinical outpatient services, and other ancillary and support services, (2) the construction of a parking garage containing approximately 1,000 to 1,500 parking spaces on the Health Sciences Center Campus of Temple University (the "HSCC Parking Garage") and (3) the acquisition and installation of major moveable equipment, fixed equipment, medical equipment and other alterations and renovations to Temple University Hospital's facilities, included in the capital budget for the Temple University Hospital's four fiscal years ended June 30, 1996; (b) the funding of a debt service reserve fund for the 1993 Bonds; and (c) the payment of certain costs relating to the issuance of the 1993 Bonds. Locations of Project 2012 5: The Temple Main Campus, New Hospital Complex, and HSCC Parking Garage. The HSCC Parking Garage is located at the intersection of Ontario, 15th, Westmoreland and Carlisle Streets, Philadelphia, PA 19140. Project II Project Description: The Project ("Project II") consists of (i) the refunding of all or a portion of the outstanding principal amount of the Authority's Hospital Revenue Bonds (Temple University Health System Obligated Group), Series A and B of 2007 (the "2007 Bonds") the proceeds of which were used (or authorized to be used) to refinance Projects 2007 1, 2007 2, 2007 3, 2007 4, 2007 5, 2007 6, and 2007 7 described below: Project 2007 1 Name of Project Owners: The Obligated Group Project Description: The Project ("Project 2007 1") consisted of (i) paying the costs (including reimbursing Temple University Hospital for costs of Project 2007 1 incurred prior to the issuance of the 2007 Bonds) of completing the construction and equipping of a multi level ambulatory health care building containing emergency room, radiation, oncology and other health care facilities, with two floors below ground and up to nine floors above ground, to be connected to Temple University Hospital and located on the northeast corner of the Temple Main Campus, including the purchase of medical and other equipment; (ii) paying the costs of renovations to the facilities of the institutions described below (including the purchase of medical and other equipment at the locations set forth below); (iii) paying capitalized interest on the related 2007 Bonds during the construction period; and (iv) paying the costs of the issuance of the related 2007 Bonds. Locations of Project 2007 1: Temple University Hospital: (1) Main Campus and 3509 North Broad Street (northeast corner of Broad Street and Tioga Street), Philadelphia, PA 19140; and (2) Temple Hospital Episcopal Campus located at 100 East Lehigh Avenue, Philadelphia, PA 19125 ("Episcopal Campus"). Project 2007 2 Name of Project Owner: Jeanes Hospital Project Description: The Project ("Project 2007 2") consisted of (i) the current refunding of the Authority's Hospital Revenue Bonds, Series of 1993 (Jeanes Hospital Project) the proceeds of which were used to current refund the Series of 1987 Bonds issued by the Montgomery County Higher Education and Health Authority on behalf of Jeanes Hospital for the purpose of financing a patient care building attached to the existing Jeanes Hospital building and other improvements and replacements at the location; and (ii) paying the costs of issuance of the related 2007 Bonds. Location of Project 2007 2: Jeanes Campus. Project 2007 3 Name of Project Owners: The Obligated Group other than the Fox Chase Entities Project Description: The Project ("Project 2007 3") consisted of (i) paying the costs of renovations to the facilities of the members of the Obligated Group other than the Fox Chase Entities including the purchase of medical and other equipment at the locations set forth below; (ii) paying capitalized interest on the related 2007 Bonds during the construction period; and (iii) paying the costs of issuance of the related 2007 Bonds. Locations of Project 2007 3: Main Campus, Episcopal Campus, Jeanes Campus, and 3509 North Broad Street (northeast corner of Broad Street and Tioga Street). Project 2007 4 Name of Project Owners: The Obligated Group other than the Fox Chase Entities Project Description: The Project ("Project 2007 4") consisted of (i) paying the cost of acquiring various items of medical and office equipment to be used by the Obligated Group other than the Fox Chase Entities at their respective facilities; and (ii) paying the costs of issuance of the related 2007 Bonds or lease obligations. Locations of Project 2007 4: Main Campus, Episcopal Campus, Jeanes Campus, 3509 North Broad Street (northeast corner of Broad Street and Tioga Street). Project 2007 5 Name of Project Owner(s): Temple University Hospital Project Description: The Project ("Project 2007 5") consisted of paying the costs of capital acquisition and renovation projects including: (i) at its Main Campus, the Parkinson Building electrical sub station, Temple University Hospital Main Building roof replacement, Temple University Hospital Main Building air conditioning cooling tower replacements, Parkinson Building roof replacement, Temple University Hospital Main Building emergency electrical switchgear upgrades, Temple University Hospital Main Building virology lab renovations, Temple University Hospital Main Building blood bank laboratory renovations, and Temple University Hospital Main Building improvements to increase air handling capacity in operating rooms and burn units and (ii) at its Episcopal Campus: air handling units, and crisis response center renovations. NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held by the Philadelphia Authority for Industrial Development ("PAID"), on August 15, 2017 at 10:00 a.m. at the offices of the Philadelphia Industrial Development Corporation located at 1500 Market Street, Suite 2600 West, Philadelphia, Pennsylvania, 19102 at which public hearing all parties and interested citizens may appear and be heard as to any and all matters pertinent to the issuance of up to a maximum of $11,000,000 aggregate principal amount of tax exempt obligations (the "Notes") by the Lower Southampton Township Industrial Development Authority and PAID (the "Issuers"). NOTICE OF PUBLIC HEARING The Philadelphia Authority for Industrial Development (the "Authority") will hold a public hearing on August 15, 2017, at 10:00 a.m. in the offices of the Philadelphia Industrial Development Corporation located at 1500 Market Street, 2600 Centre Square West Tower, Philadelphia, PA 19102-2126 to discuss the issuance of tax-exempt revenue bonds (the "Bonds") for the following project (the "Project") of an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the "Code"): Owner: La Salle University (the "University") Maximum Amount of Bonds: $52,000,000 Description of Project: The proceeds of the Bonds, together with other available funds, will be applied to: (i) the refunding of the Pennsylvania Higher Educational Facilities Authority's ("PHEFA") La Salle University Tax-Exempt Fixed Rate Revenue Bonds, Series 2007A the proceeds of which were applied to: (A) the funding of the following facilities (1) the construction of a Science and Technology Center at the University's main campus (the "Main Campus") located in Philadelphia, Pennsylvania; (2) the reimbursement of the purchase price for the acquisition of the Germantown Hospital campus adjacent to the University (the "West Campus"); (3) the construction of a bridge to connect the Main Campus to the West Campus; (4) the renovation of the University's West Campus, St. Benilde Tower facility to support its School of Nursing; (5) the development of laboratories in the Center Tower of West Campus; (6) the reimbursement of the purchase price for the acquisition by the University of the Manna Bible Site (the "Manna Bible Site") and the Presbyterian Church adjacent to West Campus (the "Church Site"); (7) the investment in capital improvements to the West Campus, including electrical upgrades, life safety improvements, building shell and roof replacements and other improvements; (8) a multi-year maintenance and engineering plan consisting of improvements to the University's Residence Halls and various other facilities at the University; and (9) the funding of miscellaneous other capital projects for the University; and (B) the refunding of the following prior bonds issued by PHEFA for and on behalf of the University: (1) PHEFA's Series of 1993 Bonds (La Salle University), the proceeds of which were used to renovate the Main Campus classroom building, acquire computing and other equipment for administrative, instructional and other University purposes, make renovations and repairs of various University facilities and other University improvements, and pay interest on certain other then existing bonds of the University; (2) PHEFA's Series of 1996 Bonds (La Salle University), the proceeds of which were used to finance a portion of the information technology initiative of the University and a portion of the costs of the renovation and expansion of the University's athletic facility and the renovation, improvement and equipping of various other University facilities and the refunding a prior issue of bonds of the University and a bank loan, the proceeds of which were used to pay debt service on certain then outstanding indebtedness of the University; and (3) a portion of PHEFA's Series of 1998 Bonds (La Salle University), the proceeds of which were used to refund prior issues of bonds of the University and to acquire a facility located in Newtown, Bucks County, Pennsylvania and to finance a portion of the information technology initiative of the University, including the acquisition and installation of computers and computer software, and the renovation, improvement and expansion of the University's Hayman Center and the renovation, improvement and equipping of various other University facilities; and (C) the funding of one or more debt service reserve funds in conjunction with the issuance of the 2007A Bonds; and (D) the payment of costs of issuing the 2007A Bonds; (ii) the advance refunding of a portion of PHEFA's La Salle University Revenue Bonds, Series 2012, the proceeds of which were applied to: (A) the funding of various of the University's capital projects on the University's Main Campus including (1) the renovation, construction and equipping of various student life/student athletic facilities including the existing Hayman Center; (2) the conversion of classrooms in the existing Olney Hall to "smart classroom" technology; and (3) mechanical system improvements to the University's existing Student Union Building; and (B) the refunding of the following prior bonds issued by PHEFA for and on behalf of the University: (1) the refunding of PHEFA's La Salle University Revenue Bonds, Series 2003 the proceeds of which were applied to construction of a student residence facility and dining hall on the University's South Campus located on Bellfield Avenue between 20th Street and Lindley Avenue, Philadelphia, Pennsylvania (the "South Campus" and together with the Main Campus and West Campus, the "University's Campus"), and miscellaneous improvements, renovations, additions and capital repairs to the University's facilities, including the installation of an artificial turf field and related improvements to the University's athletic facilities; and (2) the refunding of PHEFA's La Salle University Revenue Bonds, Series 2007B the proceeds of which were applied to construction of the University's Science and Technology Center at the University's Main Campus, the acquisition of the West Campus, construction of a connector bridge between the University's Main Campus and the West Campus, the renovation of the University's St. Benilde Tower on the West Campus, development of laboratories in the Center Tower of the Germantown Hospital Building, purchase of the Manna Bible Site and Presbyterian Church adjacent to the West Campus, funding of West Campus capital improvements, and renovation of residence halls on the Main Campus; and (C) the payment of costs of issuing the 2012 Bonds; (iii) certain new money projects comprised of (A) the renovation and infrastructure improvements of student residences, library, academic and administrative buildings on the University's Campus, (B) the renovation and construction of recreational facilities located on the University's Campus, (C) renovations, additions, capital repairs and miscellaneous technology improvements to the University's Campus, and (D) other miscellaneous capital projects on the University's Campus, including but not limited to, acquisition costs, construction expenditures, renovation costs, furniture, fixture and equipment expenditures, capital expenditures and related expenses, including such other costs as the University deems appropriate in connection with the acquisition, construction and renovation of its academic, athletic, residential and administrative facilities located on the University's Campus (the "Project Facilities"); (iv) the funding of any capitalized interest on the Bonds; (v) the payment of costs and expenses incident to the issuance of the Bonds; and (vi) funding of any debt service reserve funds, if desired by the University. Location of Project: The Project Facilities are located at the University's Main Campus, West Campus and South Campus, collectively encompassing approximately 133 acres of land near 20th Street and Olney Avenue in the City of Philadelphia, Pennsylvania. At the public hearing, any and all persons in attendance will be afforded an opportunity to comment on the proposed Project and the issuance of the Bonds therefor.
