REQUEST FOR QUALIFICATIONS (RFQ)
The Delaware County Office of Housing and Community Development (OHCD) has prepared a Request for Qualifications (RFQ) for profess-ional architectural/engineering design and inspection services necessary to carry out the interim stabilization of the National Register Eligible 1906 Trumbauer mansion named Woodburne, located at 1419 Springfield Road, Darby, PA 19023. The Woodburne mansion is a large, stone, 2 story, Neo-Classical mansion with approximately 55 rooms.
This Project is designed to stabilize and secure the water damaged structure until an ultimate use is determined. It is OHCD's intention to award one contract for all components of the Project as listed below.
A pre-bid meeting is scheduled for 10:00 am on Thursday, September 7, 2017 at the Woodburne mansion, 1419 Springfield Road, Darby, PA 19023. Attendance is strongly encouraged as the structure will not be avail-able for inspection at any other time.
1. SCOPE OF WORK
Architectural/engineering services to facilitate the stabilization of the Woodburne mansion located on 33 acres at the Little Flower Manor tract in Darby Borough and Upper Darby Township. This building has been deemed eligible for the National Register of Historic Places. Services include:
1. Review of existing conditions for a determination of work necessary to protect the building from further deterioration. Work is expected to include, but is not limited to: a plan for the removal of water damaged materials from the walls and floorboards; securing the roof; installation of building ventilation.
2. The development of complete construction plans and bid specifications in compliance with the all applicable local codes, rehabilitation standards, ordinances, and zoning ordinances; the U.S. Department of the Interior Secretary's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Structures; Section 504 Uniform Federal Accessibility Standards; and 24 CFR part 35 Lead Based paint standards. Documents shall be suitable for obtaining construction bids.
3. Review construction bids and assist staff in making recommendations for contract award.
Alternate: Provide complete construction oversight including, but not limited to:
a. Project scheduling
b. Review of proposed field changes
c. Preparation of job minutes and progress
reports
d. Preparation of change orders
e. Review and approval of contractor
payments
f. Conduct on-site job meetings, weekly,
or as needed
g. Problem resolution
h. Monitor project progress
i. Ensure compliance with all plans,
specifications and field changes
j. Generate final punch list
k. Certification to the owner of completion
and compliance with all construction plans
and specifications
NOTE: OHCD reserves the right not to award and/or delete any of the above elements as deemed necessary.
2. SUBMISSION REQUIREMENTS
All proposals must specifically address each factor of the Selection Criteria listed in Section 3 below, including any subcontractor information. Questions regarding this RFQ may be directed to OHCD@co.delaware.pa.us Firms must submit 3 copies of their proposal. All proposals must be:
A. In writing; and
B. Received no later than 4 pm, Friday,
September 22, 2017 at OHCD, 600 North Jackson Street, Suite 101, Media, PA 19063, ATTN: RPQ -A/E Services; and
C. Responsive to the requirements specified
in Section 1. Scope of Work and Section 3.
Selection Criteria
D. OHCD reserves the right to negotiate a
price for services with the selected firm
No computer, fax or other electronic submissions will be accepted. We are not responsible for and will not pay any costs associated with the preparation and submission of your proposal, regardless of whether a firm is selected for award.
3. SELECTION CRITERIA
OHCD recognizes that procuring professional services is unique from procuring materials, equipment, supplies or labor. The cost of professional services, although an important factor, will not be the sole consideration. Strong weight will be given to other factors, which include, but are not limited to:
A. Qualifications of the firm relative to the
proposed Scope of Work.
B. Qualifications of the individual/s within the
firm(s) most responsible for carrying out
the service relative to the Scope of Work. Firms must additionally demonstrate staff meets the Professional Qualifications Standards published in Appendix A, 36 CFR Part 61 Procedures for Approved State and Local Government Historic Pres ervation Programs.
C. Cost reasonableness. Firms must include hourly payment rate for all individuals with in the firm and any subcontractors, respon sible for carrying out services.
D. Familiarity with federal, state and local re- quirements related to the proposed work, including the Community Development Block Grant Program.
E. References. Provide the names, addresses and telephone numbers of at least three
clients for whom similar services have been provided in the last three years.
F. Applicable licenses and professional desig nations of project personnel.
G. Ability to provide services in a timely
manner.
H. Liability insurance, if any.
I. Section 3-minority employment, minority and/or female-headed ownership.
4. TIME OF PERFORMANCE
The firm will commence work immediately upon execution of the contract and initiate procedures for the necessary meeting and activities with respect to the undertakings. In no event, however, shall the terms of the contract, including construction, exceed 18 months after project commencement.
The contract if awarded is subject to the Owners right to reject any or all bids and to waive any informality and irregularity in the bids and in the bidding.
