FORMER DSCP SITE
Pursuant to the Pennsylvania Land Recycling and Environmental Remediation Standards Act of May 19, 1995, P.L. 4, No. 1995-2 (Act), notice is hereby given that the Defense Logistics Agency (DLA) has submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Notice of Intent to Remediate (NIR) at the former Defense Supply Center Philadelphia (DSCP) and former Passyunk Homes Area. The former DSCP facility was located near 23rd and Oregon Avenue, Philadelphia, PA. The former Passyunk Homes Area is bound to the north by the Walt Whitman Bridge Approach (I-76) to the east by 20th Street and Penrose Avenue/Route 291, to the south by Penrose Avenue/Route 291, and to the west by the CSX Railroad right-of-way. The former DSCP property is currently redeveloped as the Quartermaster Plaza shopping center, and future use could include retail and/or commercial office buildings. The southern portion of the former Passyunk Homes Area is currently being developed as the Siena Place residential community, and the northern portion is utilized by the Philadelphia Housing Authority.
The soils and groundwater at the site have been contaminated with light non-aqueous phase liquid (LNAPL). Remediation began in 1996 using skimmer pumps to remove the mobile LNAPL, and since 2005 the skimmers have operated along with a vacuum enhanced skimming system to remove vapor phase mass. Proposed remediation activities include LNAPL stability demonstration and pathway elimination demonstration via engineering and institutional controls.
Site-specific standards are proposed as cleanup goals at the site. The Act provides a 30-day public and municipal comment period for site-specific standard remediation. The 30-day public comment period will begin with the publication of this notice. Comments should be submitted to the Pennsylvania Department of Environmental Protection Southeast Regional Office, 2 East Main Street, Norristown, PA 19401, Attn: Program Manager, Environmental Cleanup and Brownfields Program.

The Pennsylvania Department of Transportation (PennDOT) District 6-0, in conjunction with the East Falls Traffic Committee, will hold a Public Meeting for a transportation safety improvement project on Henry Avenue (S.R. 4001, Section SI2) in the City of Philadelphia on Thursday, April 20th. The project extends along Henry Avenue from Abbottsford Avenue to Hermit Street. Details pertaining to the proposed safety improvements, project schedule, and other related information will be available. Representatives of PennDOT, its consultants, and the East Falls Traffic Committee will be available to answer questions.
Citizens interested in the project are invited to attend. The comments of all individuals, groups, and organizations are welcomed. On-street parking is available.
